The Chief Fire Officer, together with his Principal Officers, is responsible for determining the overall objectives and strategies for the Service. This page is an introduction to the Corporate Management Team who run Humberside Fire and Rescue Service.
Chief Fire Officer / Chief Executive
Chief Fire Officer Frank Duffield QFSM, MSc, MBA, DMS, MIFireE
Frank Duffield has been in Humberside Fire and Rescue Service since 1974. Hailing from Grimsby, Frank has worked with the Service in many areas.
CFO Duffield believes that the strength of the organisation is in the people it employs. He is committed to ensuring that children and young people are high priorities for the Service. His national interest is on the CFOA Road Safety Board. CFO Duffield was awarded the QFSM in the Queens Birthday Honours 2005.
Director of Performance and Operational Support
Deputy Chief Fire Officer and Director of Performance and Operational Support Mazen Khuri QFSM, MSc, DMS
DCO Khuri joined Humberside Fire and Rescue Service, on promotion, on 1 June 2002. Prior to this he has served a successful career with Cleveland and Staffordshire Fire and Rescue Services.
Mazen Khuri, like the other principal Officers is bringing his skills to the principal officer team to help Humberside Fire and Rescue Service maintain its high reputation by providing an excellent service to the community. Mazen is active nationally and in Europe. He is the national lead officer on Marine Operations and represents the Chief Fire Officers’ Association in Europe. He has a keen interest in the operational and emergency planning fields.
Director of Personal and Organisational Development
Assistant Chief Fire Officer Dene Sanders MBA, MA, DMS, MIFireE
Dene Sanders joined the Humberside Fire and Rescue Service in 1986 and was appointed to this post on 1st February 2008.
He has served in all departments of the Service in his career, latterly as Deputy Divisional Commander in Hull and East Riding and Divisional Commander for Scunthorpe and North Lincolnshire. He was the lead officer in formulating the Service restructure from Divisions to Community Protection Units and has been the Operations Commander in the new structure for the past two years.
Dene is responsible for all aspects of Learning and Development, Personnel, Human Resources, Equality and Diversity, Occupational Health and Safety and Conduct and Performance for the Service.
Director of Community Protection
Assistant Chief Fire Officer Richard Hannigan MSc, DMS, MIFireE.
Richard Hannigan joined the Humberside Fire and Rescue Service in 1982 and has recently been appointed as the Director of Community Protection.
He has served in wide variety of roles being Divisional Commander in North East Lincolnshire and then in East Hull / East Riding of Yorkshire. Following the service restructure he was appointed as South Area Commander and his most recent role was as the Area Manager responsible for Learning and Development. During that period he has implemented the Retained Duty System Modernisation Programme, introduced Assessment and Development Centres and managed the Rank to Role Project. He is currently leading the National Occupational Standards Workstream on behalf of the Chief Fire Officers Association.
Director of Finance
Kevin Wilson BSc Econ (Hons), CPFA
Kevin was appointed to Humberside Fire and Rescue Service in March 2007 from Hull City Council where he had undertaken a range of senior finance roles. Prior to this he worked in a range of finance roles for Newport County Borough Council and Gwent County Council.
He is responsible for all aspects of Finance, Asset Management and Procurement. Alongside these responsibilities Kevin brings his experience of other organisations to the work of the Corporate Management Team.
Director of Corporate Administration
Robin Graham LLB (Hons), Solicitor
Robin took up his appointment in March 2007. Prior to joining Humberside Fire and Rescue Service, Robin spent 10 years in Higher Education having worked as the Secretary/Solicitor at both the Universities of Cork and Lincoln and undertook a range of corporate functions. Robin also worked as a Senior Associate at Eversheds LLP. Robin spent 10 years in local government, at Humberside County Council and Leicester City Council.
Robin was a retained firefighter with Lincolnshire Fire and Rescue Service.
Robin is responsible for governance, legal advice, IT and Information Services, and Administration.
